For shotguns, barrel length is mostly just personal preference. Longer length results in greater inertia, which helps with your follow through (also some sight radius, although the difference between a 26" and a 28" would be marginal). This is mostly beneficial for any kind of clay shooting or fowling and the like. Shorter barrels are more beneficial for home defense, turkey and deer shooting, since you are not shooting at a quickly moving target (at least you shouldn't be). Semi-autos and pumps tend to have shorter barrels than break-open types for skeet/fowl hunting, as the receiver is longer. When I pattern my shotguns, I have never noticed a difference between my Citori (30") and my BPS (26"), both while using IC. Can't really compare it to an 870 with a 14" barrel, as it's full cylinder. All those would be 12 gauge, but I do not believe the situation would be different for equivalent 20 gauges.
tl,dr - difference is mostly subjective, the powder is burnt within the first twenty or so inches anyway
